Are rail trails eligible for Safe Routes to School federal program funds?

The federal guidance for the Safe Routes to School program does not contain specific language about motorized or non-motorized rail trails, but there are specific eligibility standards such as improving safety, increasing the number of children walking and biking, and the land must be in the public right-of-way (public school land is eligible), and there is the 2-mile rule for infrastructure projects that must be met (i.e. infrastructure projects must be within 2-miles of the target school.)
