Are mid-block cross-walks preferred over main intersection cross-walks?

There are a number of factors to consider when determining which is the preferred location (mid-block or at intersection) for a crosswalk. An "on the ground" evaluation is needed in order to best determine if a mid-block crosswalk is warranted. On thing to keep in mind is that there are certain criteria that must be met in order to use a mid-block crossing and there are some situations and locations where mid-block crossings are not appropriate. Work by Zegeer on this subject which lead to changes of the use of mid-block crosswalks in the most recent updates to the Manual on Uniform Traffic Control Devices (MUTCD), which is the preeminent reference guide for transportation engineers.
